Get a transcript the owner allowed to showcase on the website

Same projection as /public/transcripts/{publicId} (without subtitles), but only for completed transcriptions that are shared publicly AND whose owner explicitly allowed public use on the website (showcase_allowed). Returns 404 otherwise, without saying which condition failed.
