Get a presigned PUT URL for a desktop recording

Generates an S3 key under the caller's user prefix and returns a 30-minute presigned PUT URL. Stateless — does NOT create a request row. After the PUT succeeds, call POST /v1/desktop/recordings with the returned key to register the recording for transcription.
