Register a webhook endpoint

The signing secret is in this answer and in no other: the receiver needs it permanently to verify x-qr-signature. Unknown event names are dropped rather than rejected, so events is echoed back with the subscriptions actually made.

Webhooks are a paid feature; on a cheaper plan this answers with the upgrade message rather than a validation error about the URL.
