Return the dashboard spec + resolved data for a workflow.

Response shape: { "spec": { ... } | None, "data": { widget_id: { value | rows | error, ... } } | None, "empty": bool }

empty is True when no spec exists yet; the frontend renders an "Ask Kirbi to design a dashboard" empty state in that case.
