SSE streaming chat via Kiwi.

Testing can run Kiwi through the AgentCore-native OpenClaw runtime by setting KIWI_RUNTIME_BACKEND=agentcore. That path intentionally has no ECS bridge fallback: if AgentCore fails, the request fails visibly.
