Update Active Fde Organization

Update the server-selected customer organization (Super FDE only).

The client cannot choose the authoritative target organization. The target is resolved from the authenticated FDE's server-side active selection; the displayed id is accepted only as a stale-context expectation. This prevents a stale or forged browser payload from changing another customer or the engineer's home organization.
