Generate a wallet user's main-account trading key

Requires the builder's existing API key with register_user. The signed wallet message must authorize the caller's active builder code and be issued within ten minutes. Replaces the wallet user's previous builder-{builder-username} key by deleting the previous key. The key permits trading, account and deposit-address reads, and withdrawals only to the user's registered addresses.
