Get preset plan list (no login required). Accepts lang param for i18n.

de 在列是因为 DE2 要开 /pricing 与 /subscribe，而 pricing.js:209 / subscribe.js:250 都会把 window.QCODE_LANG.current 原样塞进这个 ?lang= —— 不收 de 就是 422，德语页的 套餐卡片直接空掉。这里只放开一个只读列表，下单执行路径（POST /purchase）没有跟着变。

公开只读、不随用户变化：允许浏览器/边缘缓存 60 秒（B4）。
