Get job by ID (public).

A tombstoned row still exists and still owns its URL — the purge stage strips the payload rather than deleting the row (see scripts/ expire_sweep.py). It answers 410 Gone, not 404, and carries the redirect target when the row lost a fingerprint dedup, so the page can send a 301 to the surviving twin instead of dead-ending a URL Google has indexed.
