Delete a designed voice

Delete a saved designed (prompt-to-voice) voice from synthesis and the library, freeing a library-cap slot only after synthesis deletion is confirmed. Retrying a deletion of your own voice is safe. A temporary deletion failure returns 503; retry the request. Tenant-isolated, you can only delete your own (otherwise 404). Stock voices can't be deleted; cloned voices delete via DELETE /v1/voice/clones/{id}.
