Re-send a team invite

Re-delivers a pending or declined invite (SMS or email) to the invited identifier: the role flips back to pending, the 7-day expiry window restarts (invite_sent_at is refreshed), and the invite keeps the same token — the link in the original message keeps working. Only an owner of the role's organization may call this (same bar as transfer-ownership). Resends are throttled per invite (60s cooldown); inside the cooldown the call is a no-op that still returns the role.
