Switching it ON lets calls continue past your allowance, up to ceiling, and the excess is invoiced at rate_per_1000_cents per 1,000 credits on your next invoice. Switching it OFF restores the hard 402 at the allowance immediately — including mid-period, in which case the overage already used is still invoiced, because it was already served.
