Transfer Organization Ownership

Hand the organization over to another member.

Only the current owner can transfer ownership, and the new owner must already be a member of the organization. The outgoing owner keeps the role given by previousOwnerAction, or leaves the organization when it is REMOVE.

Requires authentication and the OWNER role in the organization.
