Briefs Update

{"text"?, "title"?, "recheck"?}. Changed text (or recheck: true, for a register that moved on) runs the default check (one check), stores a new version (the last 20 are kept) and returns the brief plus changes: {resolved, new, unchanged} over the flagged rows (red and orange) of the previous report against the new one, keyed by the normalised citation and the headline. A title alone costs nothing; changes is then null.
