List approver public keys

Public keys of the approvers enrolled against a HITL config, used to wrap a confirmation envelope for multiple recipients. Readable by a key holding hitl:read or confirmations:create; a key with confirmations:create but not hitl:read receives each entry as authorization_id, public_key and kid only — no recipient or channel.
