List claimed artifacts

Public, no API key. The artifacts whose stored answer is claimed and which have a page on proof.holdings, ordered by delegate, 10,000 per page — published claims only, so nothing listed was not already public. Feeds the runtime sitemap. Carries no count of artifacts.
