Create an observation via quick capture (voice/text from home screen).

Thin transport wrapper over perform_quick_note_capture (shared with the GraphQL createQuickNote mutation). Saves with category="other" and fans out timeline projection, embedding, AI categorize and worker→parent notify-on-entry side effects - see the shared helper.
