Get Care Team Batch

Get care teams for several children in one round-trip.

Collapses the account-page / todos-page per-child fan-out (#6324): a fixed number of .in_("child_id", ...) queries instead of O(children) requests. child_ids is comma-separated UUIDs.

Authentication: JWT required RLS: children the caller can't access are omitted, not errored
