Get countries available for holiday calendars

Returns the countries and their subdivisions that can be used for automatic holiday generation. Use the returned code values as the holiday calendar country and state attributes. Requires permission to manage holidays.

This is a plain JSON response (not JSON:API). The list is proxied from holidayapi.com and cached for 24 hours; if the provider is unavailable, countries is an empty array.
