Stage 3 S3.9 — compares current 30-day conversion for oauth_clicked -> channel_connected against a baseline stored in Secret Manager. Returns 200 when severity is 'ok'/'seeding'/'warning'; 500 when 'critical' (fires alert via primetime_onboarding_funnel_dropoff log-based metric). NEVER auto-corrects — observation only.
