Cancel a registered upload.

Only uploads still in the "processing" state can be cancelled. Cancelling an already-cancelled upload succeeds without changing anything; uploads that have completed or terminally failed return 409.

When VIDEO_ENDPOINTS_LIVE is False, returns a preview response.
