Get posterly publishing status

Return posterly own publishing health for agents deciding whether to schedule: overall state from the last 4 hours of publishing success, active incidents, and per-platform state with 7-day success rates and publish counts. Anonymous aggregates only, with no post ids, user data or raw errors. When fewer than 10 posts were counted in the last 4 hours and no incident is active, state is unknown and insufficient_data is true: not enough recent activity to judge. Failures caused by content or account problems are excluded from the rates and reported as customer_side_failures_7d. Requires the accounts:read scope. Bypasses the API add-on paywall. Figures are cached for about a minute. Returns 503 status_unavailable if the status cannot be built.
