Queue an analytics sync

Requires posts:read. Analytics already sync every 24 hours; this queues an extra refresh. Allowed once every 15 minutes per workspace, shared with the dashboard's Sync insights button. A sync inside the cooldown returns 429 sync_cooldown with Retry-After.
