Verify Military

Mark the caller as military or kick off the external verify flow.

  • self-attest — immediately sets is_military = true. We do this even without third-party proof because some travel providers (airlines, hotels) accept self-certification at checkout; any discount that actually requires documentation is enforced at booking time, not here.
  • govx / id.me — flips pending_verification = true and returns the redirect URL for the client to open. A subsequent webhook (handled elsewhere) flips is_military = true once verification succeeds.
