Multi City Combined Offer
Build ONE bookable Duffel offer covering all legs (single-PNR multi-city).
Returns {available, offer_id, total_amount, currency}. On any failure (invalid legs, no combined offer, Duffel error) returns available:false so the web layer cleanly falls back to per-leg one-way booking.
