Get Flight Offer

Return a cached flight offer by its offer_id.

Lookup order:

  1. Redis flight_offer:<offer_id> — populated by the search pipeline with a short TTL.
  2. Redis flight_offer:stale:<offer_id> — shadow copy with a longer TTL so a recently-expired offer can still display (the client re-checks the real price before any booking action, so a slightly stale cache entry is not dangerous).
  3. 404 with retry_search=true — the mobile client knows how to interpret this and falls back to the search flow.

Kept open (no auth guard) so share-links work without forcing a login first; the offer payload itself contains no PII.
