Get recently detected mistake fare deals (last 24h).

Public feed — the result is identical for everyone (not user-scoped), so it uses optional_auth instead of require_auth. Requiring auth here was a bug: the homepage/alerts deal feed 401'd for signed-out users (and the web proxy doesn't forward a user token), so it always failed.
