Reserve upload app builds

Reserve an upload of one app version (an iOS .ipa, or an Android .apk, .aab or .xapk) and get a short-lived upload URL. PUT the file to it, then call experience_app_builds_complete_upload with the returned ETag. A version the app already has on that platform, verified or with its upload link still open, is refused.
