Force a target-reaper tick

Triggers a single, immediate TargetReaper tick: advances the unreachability-accrual clock for every currently-unreachable target, detects reap candidates that have reached their reap-after duration, and reaps (tombstones) the eligible ones, subject to the per-tick rate cap.
