Prepare Character Call

One round trip before a character call: heal an evicted cloned voice, make sure the ConvAI agent exists and speaks the CURRENT voice, and hand back the signed WebSocket URL plus the dynamic-variable source fields. Designed to run behind the Pip operator screen (~1-4s worst case).
