Skip frequency by position: raw seek-event counts in 10s buckets (0-9s, 10-19s, ...). Parity with frontend SkipSeekBehavior.tsx: last 1000 video_events, seek events only, no dedup. Returns [{ "position", "seeks" }]. Empty array if no seek events.
