Activate suspended OAuth app
Changed onMoves a suspended OAuth app back to status: "active", restoring its ability to authenticate and obtain new tokens via POST /oauth2/token.
Activating an app that is already active returns 400. A deleted app (the only way an app becomes revoked) is hidden from every lookup, so activating it returns 404, not the service's "Cannot activate a revoked app" 400; the only path back is to register a new app.
Creator-only.
