Delete deal pipeline

A pipeline that still holds deals needs new_pipeline_id and new_stage_id: its deals are moved there first. Up to 30 deals move inline and the pipeline is deleted in the same request; more than 30 are moved by a background job and the pipeline is deleted once the move finishes, so a large pipeline may still be listed for a short while after a 204.
