[Retired] Get billing routed savings

Reject the retired per-router-project savings rollup.

The Routers dashboard (ENG-5460) was the only caller. The handler declares no auth so a leftover GET cannot check out a database connection.

Returns: Never. Always raises.

Raises: HTTPException: Always 410 Gone.
