Get Mcp Quota

Return current week MCP request usage and quota for the workspace.

Called by the MCP server before each tool call to enforce the weekly limit. Returns quota_exhausted=true when the limit is reached, with upgrade carrying the message and pricing link to show. A limit of 0 means unlimited.
