Get an adaptive (HLS) stream playlist for a video

Serves the HLS playlists made for a video uploaded with config.adaptive_stream: true. Start at playlist.m3u8; variant playlists resolve to this route, and media segments are presigned URLs valid for 4 hours. 404 until the transcode has finished.
