List existing contexts.

Returns the caller's contexts, paged, each with its name and when it was created. Admins may list another user's contexts with owner, or every user's with all_users=true, which also names each context's owner and requires ADMIN_CROSS_USER_ACCESS_ENABLED. Requires the contexts:read scope.
