Assign a rate limit policy

Applies a policy to one API key, workspace member, department, or guardrail, or sets the workspace default for each end user. Each target can have one policy. The gateway does not enforce rate limit policies yet; they are saved for the upcoming enforcement release.

What a policy applies to. A department policy is one allowance shared by its members and linked keys. A guardrail policy gives each key and member the guardrail covers its own allowance. end_user_default applies to each end user identified on a request.

target_idstring uuid

Id of the key, member (user id), department, or guardrail. Omit for end_user_default.
