Agent signup

Poll an agent signup request

No apiKey needed. Returns pending (poll again in 5 s), approved (with the apiKey — retrievable for 15 minutes after approval; the key itself doesn't expire), denied or expired. New accounts start with Pedra's free trial credits. When creditsRemaining is 0, note says the person can get credits with a plan.
