Start device linking (device-signed)

Device-signed (ES256). Issues a one-time ticket bound to the VERIFIED device, and returns the web login URL (login_url) to open in a tab. Only the genuine device (holding the private key) can obtain a ticket → another device_id cannot be linked to someone else's account.
