Get license for a specific state

Returns a single license record for a US state. A state can hold more than one license (different activity types, or state-level plus city-level entries); when that happens this endpoint returns the most recently updated one and reports the count in meta.total — use GET /licenses?state=XX to retrieve all of them. State codes are case-insensitive.
