Get tasks / action feed

Returns a normalized feed of actionable work assigned to this individual. Use ?status=open to drive a "things to do" view. assignment_status is authoritative for this person's progress — it can differ from the overall status when a task has multiple assignees. completion_url links the individual to the Payna portal where they can act.
