Inbound Event Webhook

Admit one signed event from a workspace's own system, or refuse it.

A followed event commits before its critical broker publish. A broker failure therefore leaves a durable pending row and returns 503. The sender's retry reaches the tenant/source/event conflict and does not publish a second task.
