Get the workspace proactive-reply limits

How often Patricia replies on her own in the caller's workspace: the per-channel daily reply cap and the quiet period between unprompted replies, each labelled as Patricia's recommended default or a workspace override. Defaults: 8 replies per channel a day, a 30-minute quiet period.
