Set a person's birthday or work anniversary (admin data entry)

The admin data-entry collection mode (the fillable fact_entry_table surface). An admin sets a person's fact: month+day for a birthday (recurring_date, NO year) or an ISO date for a work anniversary. Tenant-scoped; PII-safe (no raw value logged; audit stores a hash). Honors the fact's allowed_sources allowlist when set. Bumps fact_revision so an in-flight occurrence rechecks.
