Watch applications, patents, or entities and get webhooks

Creates a monitor. When our nightly ingest detects one of events on any target, we POST the event to webhook_url signed with HMAC-SHA256 of secret in X-Signature. Each delivery costs 1 request. The response carries secret exactly once (generated when you did not pass one); store it, and coverage_since — the monitor fires on what we detect from now on, and nothing before that time was ever seen.
