Say you are doing it, and get it: work by id, or the next one waiting.

While you hold it nobody else can take it. You may hold several — taking what you hold resumes it. When somebody else has it the 409 names them in holder: tell the user rather than doing the work twice. With no id, the next ready work for repo, or work: null and say when nothing is waiting.
