VIN/chassis-number-based VRM prepare request. JSON: { "chassis_number": "...", "region": ..., "state": "..." }

The VRM lookup is queued or in progress. Re-poll after retry_after.

Provisional not-found: the provider returned no match, but the lookup is still on its slow-retry schedule (e.g. a newly-registered plate may become findable later, or an upstream blip may clear). Callers should show "no vehicle found" immediately rather than block on a spinner, but may keep polling after retry_after — a later attempt can still upgrade to Completed. Contrast with the terminal not-found, which is returned as Err(VrmSearchError::InvalidRequest(NotFound)) once the slow-retry budget is exhausted.

Terminal: the VRM lookup completed (successfully or with a found-but- empty result). Carries the resolved VRM data.
