Stream recommendation runs from the log: each job's latest run, or runs by id, by legacy snapshot hash, or by a stored reference whose value is either: a lowercase hyphenated UUID is a run id, and any other value is a legacy snapshot hash, with the requested sections. Sends one frame per run, then done, or failed if reading stops part way. Only returns runs for jobs the caller has access to.
