Delete a webhook subscription

Manage outbound webhook subscriptions for the authenticated tenant.

Subscriptions are tenant-scoped. Only active subscriptions are returned by list and retrieve. Deletion is permanent — the row is removed from the DB and any associated delivery rows cascade.
